Luton's noise insulation programme runs under a Section 106 agreement with Luton Borough Council. With the DCO expansion approved in April 2025, the scheme has been substantially enhanced. Five tiered schemes apply: Scheme 1 (uncapped, bedroom-focused) for the noisiest 63dBLAeq zone, Scheme 2 (up to £20,000) for 60-63dBLAeq, Scheme 4 (£6,000) for 57-60dB, and Scheme 5 (£4,000) for 54-57dB.
S&K Glazing is not an officially appointed installer for the Luton Noise Insulation Scheme (Section 106 + DCO Expansion) — that scheme uses its own appointed installers. Our role is to help you in three ways: (1) free eligibility check — tell us your postcode and we'll confirm whether you fall inside the scheme boundary; (2) guidance on how to apply — we explain the application process, what documents you need, and what to expect; (3) private installation for work the scheme doesn't fund — properties outside the boundary, premium acoustic upgrades (Rw 48-52dB triple glazing) beyond the standard spec, non-habitable rooms the scheme excludes, and commercial premises. If you're eligible for funded works, we'll point you to the official route. If you're not — or you want better than the scheme provides — we're ready to quote.
Up to £20,000 in the 60-63dBLAeq zone (Scheme 2), £6,000 in 57-60dB (Scheme 4), and £4,000 in 54-57dB (Scheme 5). Scheme 1, the noisiest 63dB+ zone, has uncapped funding for bedroom insulation.
Evander Glazing and Locks Ltd is Luton's appointed contractor under the Section 106 agreement. They contact you directly if eligible.
Yes - the Development Consent Order approved in April 2025 substantially enhanced the noise insulation policy with new tiered schemes. The DCO scheme activates when the Article 44 notice is served.
The Luton scheme covers up to the maximum grant value. If you want premium acoustic upgrades beyond the scheme specification, S&K provides those upgrades as a top-up alongside the scheme delivery.
Not from the scheme. We install private acoustic glazing across the Luton/St Albans/Bedford area at standard market rates - typically £450-£900 per window for acoustic double glazing.
